Falls Township, a suburban township located in Lower Bucks County, PA is seeking an experienced Township Manager to lead a forward-thinking Second-Class Township with a population of approximately 34,000 encompassing 26.6 square miles. Falls Township has a rich history that predates William Penn becoming the proprietor of Pennsylvania in 1681. The Township, which includes portions of Fairless Hills and Levittown, provides a variety of services and resources to its residents and offers members of its community a high quality of life through a participatory government. The Township seeks to honor its rich history by continuing to improve the quality of life for current and future generations.
The Township Manager is the Chief Administrative Officer responsible and reporting to the five (5) member Board of Supervisors who serve six (6) year staggered terms. The successful candidate must be a dynamic leader and excellent communicator with the proven and demonstrated ability to provide sound and reasoned recommendations to the Board, must embrace open, transparent, and ethical government, be highly visible within the township, be responsible for implementing all policies and procedures set by the Board, and responsibly and effectively manage and operate within a nearly fifty-two million dollar ($52,000,000) general fund budget with eighty seven (87) full-time employees.
The Township Manager shall be the chief administrative officer of the Township and shall be responsible to the Board of Supervisors as a whole for the proper and efficient administration of the affairs of the Township including supervising the day-to-day activities of all Township Departments and personnel including human resources, public safety, first responder services (police, fire, and emergency services), fiscal management, infrastructure, code, planning/zoning, public works, parks & recreation, contracts and bids, grant administration, storm water and flood management, and public relations through all social media platforms. The Township Manager will also serve as Right to Know Officer.
Minimum required competencies and attributes for the position:
- Having a high level of successful performance in municipal management. Demonstrative and verifiable experience developing, managing, and balancing an annual operating and capital expenditure budget of comparable complexity to Falls Township’s current budget.
- A record of continuous strong and open professional administrative leadership in a comparable community or organization.
- Demonstrative and verifiable experience using valid and effective leadership techniques to set goals and achieve results within financial and other resource limits. A proven record of grant administration would be an important consideration.
- Having a proven track record of leading with the highest personal integrity, ethical behavior and actions.
- Possessing a Bachelor’s degree from an accredited college/university in public or business administration, finance, planning, or a related field is required. A master’s degree in public or business administration, Political Science, or a closely related field or and equivalent degree will be strongly preferred.
- Having a minimum of five (5) years of direct experience as a municipal manager or assistant manager/senior executive, with experience in planning, organizing, and directing administrative, operational services and municipal finance administration, operational services and human resources administration or an equivalent combination of education and qualifying experience.
- The Township Manager must give bond in the sum of $1,000,000 and will need to drive a vehicle to Township locations and must have a valid driver’s license
The Township Manager will earn a competitive salary starting at $180,000 or more, along with an overall excellent compensation and benefits package commensurate with knowledge, skills, abilities, qualifications, and experience. The final candidate’s hire is contingent upon successful completion of a comprehensive background check/verification.
